I agree with Mitchell Marks. I see no coherent proposal. There is an idea of giving away money that somehow would be returned. But there is no word of explanation where that money would come from, who would get it, and how it would be returned.

The author seems to believe that grandiose government programs by their virtue are the solution to all of our problems. My solution is much simpler. If everyone works slightly more to increase his or her income, we all would be richer.
