I doubt. There is no better incentive for technological progress than profit. When governments get involved, they want the best, but it turns out as always. From the data I see, humans might accelerate natural climate warming processes. But we are at the point that even if we spend all the money we have and all we can borrow, we are unlikely to affect the climate.
