I lived that version in then-socialistic Poland. It was called differently, but the arrangements were that everyone should get the minimum to survive. We used to comment that they pretended that they paid us; we pretended we worked. It ended with a spectacular economic collapse of the major nation in Europe.

As soon as capitalism returned, things changed, and twenty years later, Poland emerged as an economically strong European nation. Just saying.
