We have a system of moral rules. But people are like everywhere else. If you yearn for a society of saints, go to heaven. The small shortcoming is that one needs to die first. Not to mention that there are doubts if heaven exists.

I suspect that behind your ignorance, there is a not expressed assumption that rules everywhere are moral. I wrote a lengthy article explaining why the sphere of influence in the West is a moral concept, but the same term in Russian understanding means something we consider immoral, “Why do most Westerners misunderstand Russia?
