In the past, engineers figured out how to drain Chicago marshland, lowering water level about two feet. Chicago does not have any new flooding issues. Lake Michigan's level fluctuates. In the extreme case, it can be drained to Mississippi. As everywhere, there are floods when the 50 years max rain falls for the drainage designed to handle 30 years max.
