Individualists built America. They made the great nation by working with each other as collectives. But they did when they wanted that as individuals. The strength of America is in individuals having the freedom to form groups and act in their best interests. That assortment of small collectives is the crux of America.

There is no collective called America. And it never should be.

Ergo we do not need a collective one month off. We need to restore prosperity so that individuals can take off a day, a week, a month, or a year, when they feel like, and can afford it. If we declare a collective month off but cannot afford to enjoy it, we will provide ourselves with more alcohol, drugs, crime, and suicides.
