Most Russians claim that the Ukrainian language is a dialect of Russian, primarily spoken in the Ukrainian countryside by less educated people. It was a doctrine during Soviet times. Consequently, all people in Ukraine spoke Russian, some Russian and Ukrainian, and often a mixture of the two.

The Ukrainian language is closer to Polish than to Russian. After Ukraine became independent, as most nations do, Ukraine wanted all its citizens to know the official language. It was not well taken by some ethnic Russians living in Ukraine. Also, young Ukrainians prefer to learn English as a foreign language, not Russian. So, in some instances, ethnic Russians faced Ukrainian officials who did not speak Russian and asked for conversation in Ukrainian.

After a few hundred years of suppression of the Ukrainian language by Russians, I can guess that some of those situations might not be pleasant for Russians.
