The author is correct, 2% to be precise. H-1 visas were introduced in 1952. In 1990, the program was split for H-1A visas for nurses and H-1B visas for others.

That one example tells, how much the author knows about the subject. In short, it is a repetition of the deep misinformation that dominates in politics and the media. That misinformation is the cause for our immigration mess.
