Rich people and their businesses and banks always try and forever will try to extract wealth from whomever they can.

Norway was poor once, so were Ireland and South Korea. Chile is doing better than its neighboring and potentially richer Argentina.

So we have plenty of examples of once poor nations which enriched themselves by dealing with those predatory soulless capitalists.
