We got that too in Poland. There was government-sponsored housing. Formally one did not own it but could live in it at a laughably low rent. I grew up living in such an apartment. All tenants in our building kept their units neat. Many, like my parents, made improvements at their cost.

There were many people living in inhumanly substandard conditions. Our good socialistic government offered them low rent in apartments with bathrooms, hot water, and heat provided. Some of them raised a pig in the bathtub. Many soon destroyed their apartments beyond livable conditions.

Our good socialists got mad, and on the outskirts of town, far away from the public transportation, they built barracks with substandard housing. The whole apartment was one room. They connected electricity and water. The outhouse was a communal facility outside.
