We have to acknowledge that the West does not understand Russia to answer that question. Russia can withstand the sanctions and burden of the war long enough to destroy most of Ukraine's cities as it already did in Mariupol.

The West needs to declare Putin a war criminal and his administration a criminal organization to win the war. And act accordingly.
