Said so, I see in your post the classic Russian bias.
Russia is the only superpower in the region, with a history of imperial aggression against its neighbors. Most of them, like Ukraine, struggle to overcome the losses from lengthy Russian dominance. Your argument boils down to saying that these nations getting full sovereignty is a threat to Russian interests. That statement is only true if we agree that these nations should not get their independence in the first place. Ergo, Russia is the only threat to peace in the region. No one is stupid or suicidal enough to be a threat to the safety of Russia.
Regarding the Kaliningrad region. I pointed out that from there is closer to many key NATO countries capitals than from the borders of Ukraine to Moscow.
You bring Iskander missiles into the conversation, which have 500 km range, so they can reach Warsaw, Berlin, and Oslo, but would be 50 km short of reaching Prague. Can the range be extended if needed? Also, these missiles can carry nuclear bombs. There are facilities to store these bombs in Kaliningrad, but we do not know what is inside. Also, is there anything preventing Russia from deploying there any kind of missiles?
Demilitarizing the Kaliningrad region would be a good start in eliminating tensions in eastern Europe.
